Can a CIF (corporate investment fund) act as a construction customer?

According to Article 1 of the Law of Ukraine "On Architectural Activity":
Customer - a natural or legal person who owns or uses land, submitted in the manner prescribed by law application (petition) for its construction for construction or change (including through demolition) of urban development.

СIF (corporate investment fund) can act as a construction customer only if it owns the land or has the right to use it under a lease agreement, and enter into a general contract with a construction company that has a license to build real estate of appropriate complexity, use on the basis of the contract the services of professionals to carry out technical supervision over the construction of real estate and its commissioning.
